Summary
In Japan, the application of IEC 61850 has expanded from intra-substation to telecontrol systems through the introduction of Proxy/Gateway devices that link substations and control centres. However, IEC 61850 provides multiple application options, and the standard does not fully satisfy the requirements of transmission system operators (TSOs) in Japan. These issues make consistent implementation difficult across TSOs, highlighting the need for a common functional specification. In addition, most of the knowledge required for implementation and operation exists as tacit knowledge that must be organised during the specification development process. This paper presents the development and management processes of a common IEC 61850-based functional specification for telecontrol systems used by TSOs in Japan, thereby providing a practical approach to knowledge management in IEC 61850-based applications.

IEC 61850 framework to clarify the requirements, and the specification was defined for telecontrol use cases and their related specification items. The feasibility of the specification was evaluated, and selected items were incorporated into the IEC 61850-80-6 draft. In addition, a management process was established to continuously revise the specification based on feedback from recipient organisations and updates to IEC 61850, ensuring its ongoing practical applicability and consistency with the standard. These activities formalised tacit knowledge and contributed to improved interoperability and a deeper understanding of IEC 61850 in Japan. The presented processes are expected to serve as a reference model for knowledge management, education, and documentation in the application of IEC 61850.
