With the generating capacity structure change, Renewable Energy Sources generation growing, conventional generation decommissioning the clear, transparent and efficient economic mechanisms for strategic investment decision in ESS and ESS integration in power system development plan are needed.
The GO15, the worldwide association of the Very Large Power Grid Operators, is closely working on the task of real features of existing and future operation of ESS in power systems and markets.
Currently, the volume of ESS deployment depends, among other things (increasingly economics, reliability, energy transition, ROCOF growth etc.), on national goals for low-carbon development and RES generation integration. Based on strategic view, these national targets should be preliminary assessed with regard to tariff and market costs, benefits and influence on power system. Based on GO15 information, today the ESS interconnection requests vary from tens MW to tens GW depending on country. According to significant influence of ESS on power market and power system the strategic investment should be divided into several tools.
If we consider the market instruments and mechanisms to integrate BESS in power market the following services can be provided: frequency regulation including fast frequency reserves,
ramping,
voltage regulation,
active power flow control,
responding to the oversupply of RES output,
energy arbitrage,
peak shaving/constraints management etc.
In the most power systems of GO15, ancillary services are provided by conventional generating units, as well as some power system have well-functionated ancillary services market for PHES and BESS.
The article shows a vision of GO15 for number of issues:
how and which market services of storage devices and types of ESS especial BESS in power market, capacity market and ancillary services market should be used to ensure that the introduction of storage devices is economically justified, and an assessment of existing and potential market opportunities is carried out, technical requirements for ESS for ancillary services, development plans and feasibility study needs, flexibility needs approaches including long-term ESS,
BESS integration in development plans criteria.
