Summary

This paper proposes an integrative, planning‑oriented framework for cyber‑physical power systems (CPPS) with active prosumager participation. The approach organizes system‑level complexity into seven planning dimensions, spanning network and asset development, joint cyber–physical design, market‑platform and business architecture, Local Energy Community

(LEC) structures, operational intelligence, system‑level CPS reference frameworks, and security and cyber‑physical risk planning. These dimensions are coupled with seven categories of AI and digital tools, forming a structured 7×7 model that reveals how different analytical capabilities support different layers of planning. The model is complemented by eight planning‑oriented evaluation criteria that emphasize planning value, resilience, cybersecurity, scalability, interoperability, data readiness, and governance coherence. A distribution‑level case study with three contrasting scenarios (base, stress, and market activation) illustrates how the framework can be used to interpret planning needs and to identify which AI tool families are most relevant under changing cyber‑physical and market conditions. Rather than benchmarking specific algorithms, the proposed framework provides a qualitative planning lens that guides the positioning of AI capabilities in long‑term CPPS development, supporting prosumager‑centric, resilient, and interoperable electricity markets
