Summary

Resource adequacy (RA), the ability of a power system to reliably meet demand under all operating conditions, has become a critical concern in India’s rapidly transforming power sector. Rising peak demand, increasing penetration of variable renewable energy, and the transition toward market-based dispatch have exposed the limitations of traditional, deterministic adequacy assessments that are largely long-term and static. These approaches offer limited operational value to real-time system operators who must manage uncertainty, variability, and contingencies on sub-daily horizons.

This paper presents the development and deployment of an Integrated Resource Adequacy

Monitoring Suite comprising Day-Ahead and Intra-Day modules designed to support operational decision-making at load dispatch centres. Initially implemented at the North Eastern

Regional Load Despatch Centre (NERLDC), the suite integrates demand forecasts, generation availability, renewable forecasts, outage information, and real-time SCADA data within a unified analytical framework. It dynamically assesses adequacy margins, identifies potential shortage or surplus conditions, and highlights ramping and reserve requirements across operational horizons.

Interactive dashboards, automated alerts, and performance metrics enhance situational awareness and enable timely corrective actions, including reserve activation, generation rescheduling, and short-term market participation. A case study from the North Eastern Region demonstrates how the suite improves procurement decisions, strengthens grid discipline, and reduces the risk of unplanned load curtailment. The proposed framework illustrates a scalable pathway for transforming resource adequacy from a planning exercise into a real-time operational capability for India’s evolving power system.
