Summary
A distinctive feature of the Russian Unified Power System, which is a combination of geographically distributed power facilities linked by a single process of electricity generation and transmission, is the presence of extensive intersystem ties between the main generating capacities and power consumers. Intersystem and sometimes bulk electrical power networks in the power system with insufficient throughput capacity can lead to the emergence of systemic low-frequency (with frequencies from 0.05 to 5 Hz) undamped or weakly damped oscillations of the parameters of the electrical regime. To prevent the occurrence of such technological disturbances in the UPS of Russia, a whole range of measures has been developed and implemented to ensure the correct and efficient operation of the above-mentioned control systems and, accordingly, the absence of weakly damped intersystem low-frequency oscillations of operating parameters in the power system. This set of measures includes organizational actions, such as issuing state and industry standards along with other normativetechnical documents that regulate the characteristics and application of the aforementioned control systems in the UPS of Russia, as well as establishing a certification system for these control systems to ensure compliance with regulatory requirements. Technical measures include a mandatory procedure for full-scale field testing of control systems upon their commissioning, the installation of continuous online monitoring systems at power plants to ensure the correct functioning of these control systems, and a detailed analysis of emergencies that involve undamped or weakly damped low-frequency oscillations of operating parameters.
