Summary

Nuclear Power Plants (NPPs) have in the Nordics historically been used as base load production units. They provide the power system with large amounts of kinetic energy which is essential for maintaining power system stability. In a Nordic context, NPPs have never been used to provide Primary Frequency Response (PFR) services as hydro power plants have been better suited for this role. However, as more converter-based production units are connected to the system, replacing decommissioned nuclear capacity, balancing the Nordic grid frequency is becoming increasingly challenging. Normal operation (FCR-N) with Forsmark 3 (F3) it is shown that BWR type nuclear power plants can be used for flexible operation. The plant fulfills the requirements posed by the Nordic

Transmission System Operators (TSOs) and is therefore eligible to enter the ancillary service market selling FCR-N capacity. However, NPPs also must adhere to requirements posed by radiation safety authorities limiting the maximal reactor power. Selling symmetric FCR-N capacity may therefore force NPP operators to operate at a lower nominal power, not to exceed the reactor power limit. Finally it is commented, how the prequalification requirements could be refined to facilitate the process of prequalifying NPPs.
