Summary

Colombia’s electrical sector is at a pivotal moment, facing urgent infrastructure renewal needs, long equipment delivery times, and increasing environmental pressures. This study explores the implementation of a circular economy model for the renovation of 230 kV power transformers, focusing on the strategic reuse of non-degraded components such as copper, steel tanks, and magnetic cores. Using a triple-impact valuation framework (social, environmental, and economic), the research evaluates the benefits of this approach, which includes a five-stage reconditioning process aligned with zero-waste principles.

The results demonstrate substantial reductions in carbon footprint (up to 80%), cost savings

(70–90%), and delivery time improvements (from 2 years to 7 months), while also strengthening local industry and employment. However, regulatory barriers in Colombia— particularly CREG Resolution 015 of 2018—hinder adoption. The study advocates for regulatory reform and presents a replicable model for sustainable infrastructure transformation, positioning Colombia as a regional leader in climate-resilient energy innovation.
