Summary

Voltage control is critical for maintaining acceptable voltage levels during normal operation and for stabilizing the system following disturbances. The Swedish transmission system operator is developing a new tariff component designed to provide an economic incentive to grid users that supports with voltage control to the transmission system. The objective is to incentivize grid users to contribute to system stability by utilizing existing resources more efficiently, thereby reducing the need for costly investments in dedicated equipment like

STATCOMs or synchronous condensers.

This paper introduces the proposed tariff component and outlines the key considerations involved in its design. A method for evaluating reactive power exchange from grid users is presented, which is used to classify the reactive power exchange into either voltage-regulating or non-voltage-regulating. Thereafter, the operating point and the direction of the reactive power as a function of the voltage in the connection point is used to determine eligibility for compensation. The paper further provides two examples of typical grid users and how their exchange of reactive power will be classified according to the proposed method.
