Summary

Thailand’s transition toward Net-Zero Emission goals has accelerated the demand for credible green electricity solutions. However, the rapid Renewable Energy Certificate (REC) market expansion is a significant challenge in supporting growing demand. To address this, Thailand’s

REC Issuer (Local Issuer) has digitalized a centralized system to streamline REC registration and issuance processes by developing the REC Issuer Platform to reduce manual reliance, and improve data efficiency. The platform is interoperable with I-REC’s main registry platform,

Evident. Key features focus on improving stakeholder understanding and enhancing REC certification services.

Since its implementation, the platform has delivered measurable improvements. Processing time per request has been reduced by approximately 60%, and manpower costs have decreased by around 50%. Furthermore, data mirroring with the Evident registry has eliminated discrepancies, ensuring zero data errors. Currently, the system supports 528 registered renewable power plants with 7,294.16 MW of installed capacity.

This paper investigates green energy market trends through the implementation of the REC

Issuer Platform, demonstrating how digitalization acts as a key driver for operational efficiency and scalable market expansion. Serving as a market intelligence tool, it transforms data into actionable strategies, offering a scalable model for emerging green energy markets that enables data-driven, transparent, and resilient renewable energy ecosystems in Thailand and beyond.
