The Colombian electricity system, marked by its substantial reliance on hydroelectric generation, has faced considerable challenges arising from El Niño events, particularly during the 2015-2016 and 2023-2024 periods. This article examines the regulatory evolution of the

Reliability Charge and the Scarcity Price, mechanisms implemented by the Energy and Gas

Regulatory Commission (CREG) to ensure the security of electricity supply in the face of climate events that impact hydrology. Through a comparative analysis of both periods, the study assesses the measures adopted, their impact on the market, and the incentives provided to market participants, as well as the lessons learned and the areas for improvement identified.

Finally, actions are proposed to strengthen the resilience of the Colombian electricity system in response to the challenges posed by energy transition and climate change.
