Summary

Bukdangjin–Godeok HVDC project in Republic of Korea is a ±500kV, 3000 MW linecommutated converter (LCC) based Bipole HVDC system. The project was constructed in two phases. In Phase 1, a 500kV, 1500 MW Monopole 1 system was installed and entered commercial operation in 2020. In Phase 2, an additional Monopole 2 system with the same rating was installed, completing the Bipole configuration, and commercial operation started in 2024.

Due to the load characteristics of Republic of Korea power system, the upgrade from Monopole 1 to a Bipole configuration had to be completed before the winter peak load period. In addition, generating units near Bukdangjin converter station were under sequential maintenance in preparation for winter peak demand, which resulted in limited available HVDC transmission capacity and a very restricted outage window. To address these constraints, a customized and phased commissioning plan was established.

This paper aims to share practical experience applicable to similar projects. It presents the precommissioning strategy for Pole 2 and the Bipole while Pole 1 was in operation, the approach used to establish flexible commissioning schedules under multiple constraints, and the on-site commissioning execution strategy. The project demonstrates that a Bipole upgrade can be successfully achieved under limited outage and load conditions and provides key considerations for pre-commissioning and commissioning activities.
