This paper develops a structured Information and Communications Technology (ICT) architecture for Local Flexibility Markets (LFMs) using the Smart Grid Architecture Model

LFMs enable localized balancing of supply and demand and support large‑scale integration of distributed energy resources (DER) such as photovoltaic systems, energy storage, and electric vehicle charging. However, their implementation is hindered by heterogeneous Information
Technology (IT) infrastructures, fragmented data formats, and insufficient interoperability among stakeholders. To overcome these issues, the paper proposes a harmonized, secure, and scalable data‑exchange framework grounded in open standards.
The study emphasizes the importance of syntactic and semantic interoperability, highlighting the Common Information Model (CIM) as the basis for standardized data representation across applications. Lightweight, secure IoT‑oriented communication protocols such as MQTT and
AMQP are assessed as suitable solutions for distributed LFM environments with large numbers of interacting nodes. Building on these principles, SGAM is employed to systematically structure business processes, functional requirements, information models, communication interfaces, and physical components relevant to LFM operation. The findings demonstrate that LFM deployment requires standardized data models, modular
ICT architectures, and secure communication protocols. The proposed SGAM‑aligned framework supports interoperability, scalability, and coordinated activation of flexibility, offering a robust reference for future flexibility‑enabled distribution systems.
